The LEAP constitution

Name:

The Group shall be called the Llangynidr Envrionment Action Project (LEAP.)

Aims:

The aims of the Group shall be to:

reduce the carbon footprint of the village and to increase awareness of the problems of climate change.

promote appropriate take up of energy saving measures in households in Llangynidr, including the use of low energy light bulbs, cavity wall and loft insulation.

encourage the installation of solar water heating, photo-voltaic panels, heat pumps etc.

promote the installation of renewable energy supplies in community buildings, such as the Village Hall and Village School.

promote the installation of micro-hydro schemes and  explore and promote other energy saving or sustainable energy projects where appropriate.

Membership:

Shall be open, at the discretion of the Executive Committee, to all individuals who support the aims of the Group, on payment of a single subscription of £1.00.

Executive Committee:

The officers of the Group shall be a Chairman, Secretary and Treasurer. They will form the Executive Committee together with such other members as elected at an Annual General Meeting (AGM).

The Executive Committee shall have power to co-opt a member to fill a temporary vacancy or to assist in its business.  Any member co-opted shall serve in that capacity only until the next AGM.

Meetings:

An AGM shall be held to receive an annual report, accounts of the previous year and to elect officers as necessary.

 

General meetings may be called by the Chairman at any time to progress the work of the Group. Special meetings shall be called by the Committee if at least five group members make a request.  At least 21 days notice shall be given of any special meeting.  Any such request must be either written or via e-mail.

Voting:

Shall be decided by a simple majority of those present and entitled to vote.  In case of an equality of votes, the Chairman of the meeting shall have a second or casting vote. Four members, to include one officer, shall form a quorum. Voting can be conducted by exchange of emails providing that all members of the Executive are informed and a quorum of replies is achieved

Finance:

All money received shall be devoted to the aims of the group and shall be paid into a bank in the name of Llangynidr Energy Action Project.  The Treasurer shall keep an account of all income and expenditure and provide a report for any Special Meetings and a financial statement to the AGM.  All cheques drawn against the account shall be signed by the Treasurer and one other officer.

Dissolution:

In the event of the group being dissolved, any remaining funds and assets shall be distributed at the discretion of the Committee to a group with similar aims or to the Community Council.

Amendment to the Constitution:

The Constitution may be altered by a simple majority at any AGM or Special Meeting.
